The Training Course on the Protocol of 2010 to Amend the International Convention on Liability and Compensation For Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea, 1996 (HNS PROT 2010), will be held in Malta between the 12 and 13 December 2012. The Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC) is organizing the Training Course within the framework of the EU-funded MEDA Regional Transport Project, “Euromed Cooperation on Maritime Safety and Prevention of Pollution from Ships – SAFEMED II” (MED 2007/147-568) and in close cooperation with the International Maritime Organization (IMO) and the International Oil Pollution Compensation Funds (IOPC Funds).
The main objectives of the Training Course are to familiarize the participants with the International Convention on Liability and Compensation For Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea, 1996, as amended by the 2010 HNS Protocol (2010 HNS Convention); to facilitate the Beneficiaries’ preparations for the ratification of the 2010 HNS Protocol; and to identify best practices on implementation, including national legislation and ratification/transitional provisions.
The Training Course is aimed at technical and administrative officials from administrations who are, or would be, responsible for the implementation of the 2010 HNS Protocol, in particular, its reporting requirements, within their respective Administrations.
The working languages of the Training Course will be English and French.
