Participation to the Stakeholder Consultation Meeting – National Oil Spill Contingency Plan – “Gap Analysis, Challenges and Way Forward”, Beirut, Lebanon, 11-12 February 2016 – Feb 11, 2016
REMPEC participated in the Stakeholder Consultation Meeting – National Oil Spill Contingency Plan – “Gap Analysis, Challenges and Way Forward”, held in Beirut, Lebanon, between 11 and 12 February 2016, to contribute to the development of the National Oil Spill Contingency Plan (NOSCP). The event was organised by the Lebanese Petroleum Administration (LPA), in collaboration with the United Nations Development Programme (UNDP), in the framework of the Sustainable Oil and Gas Development in Lebanon (SODEL) Project.
The aim of the meeting was to:
Present the main findings of a gap analysis carried out on the basis of information collected through various consultations and stakeholder meetings;
- Collect inputs from the main stakeholders to set the context for the completion of the draft NOSCP;
- Discuss the proposed response structure as well as roles and responsibilities within the draft NOSCP;
- Share international experience from the Norwegian Coastal Administration and REMPEC; and
- Discuss the way forward.
Following the debates, REMPEC and the SODEL team identified potential synergies to contribute to the draft of the NOSCP and follow-up activities, in collaboration with the Lebanese Ministry for the Environment.
REMPEC also met representatives from the said Ministry, Ms Samar Malek (International Law Specialist) and Mr Jeryes Barberi (REMPEC OPRC and Governmental focal Point) to discuss the organisation of the forthcoming train the trainer course in April 2016, in Brest, France and the national pilot training course in Lebanon, by the end of 2016, in the framework of the two years project for Preparedness for Oil-polluted Shoreline cleanup and Oiled Wildlife interventions (POSOW) (www.posow.org). The update and compilation of national data in the Centre’s Country Profile (https://www.rempec.org/en/knowledge-centre/country-profiles) and in the Mediterranean Integrated GIS on Marine Pollution Risk Assessment and Response (MEDGIS-MAR) (http://medgismar.rempec.org/) were also discussed as well as the upcoming Regional Expert Meeting on National Action Plans for the implementation of the Regional Strategy for Prevention of and Response to Marine Pollution from Ships (2016-2021).
